How quickly does prediabetes move to full blown diabetes

Most people with pre-diabetes may not get full blown diabetes but how much of that is due to lifestyle change early on? How many people with diabetes were prediabetic first? It's interesting stuff. I've not read anything to suggest that prediabeties or insulin resistance isn't a precursor to diabetes, and from what I've seen, a lot of people manage their prediabeties drug free through low carb or lifestyle change so I'm not sure it is financially motivated.
