How worried should I be about blg 8.9 one hour after meal?

Doctor says I am not diabetic just pre diabetic so these spikes are normal. I can usually get it down by two hours by a balanced meal and or walks. I am just worried I am burning out my beta cells from that leap. The meal over all will result in 6.6 after two hours if I do 20g carbohydrates but the one hour mark high level worries me. I only tested because I feel overwhelmed with tiredness. Doctor had me feeling stupid and brushed it all off. I know not to eat an apple on an empty stomach. That makes me 8.5 at one hour. I am doing the adjustments of adding fat protein low gi stuff but still getting there. Any advice or deeper knowledge about one hour effects ?
 
I read somewhere that damage starts to occur at levels ove 7.8, not sure where, it may have been Jenny Rhul's site blood sugar 101 https://www.bloodsugar101.com/
I would not be happy for my levels to be up around 9mmol even at the 1 hour mark.
You mention low Gi stuff, a quick Google for low Gi gives you results like bread, brown rice, raisins, lentils, oatmeal, pasta non of which I would consider to be low carb and are definitely on my foods to avoid list.
Are you sure your diet is as low carb as you think? What sort of levels do you get before you you eat?
It's the difference between the before and after results that tells us how that meal affected our level.

Thank you for validating that high numbers at one hour past the meal should have me concerned enough to do more about it. Mainly I am doing salad and protein and green veg and protein now. Avoiding breads, rice, pasta , potato. Wary of peas, beans. I could walk off a beef and bean chilli tonight on cauliflower rice with salad. A very large meal. Was worried about the beans and even the tomato paste and capsicum but all good. 6.9 two hours later.
Had a third small apple, some nuts and a flat white decaf coffees for supper at that bgl 6.9. Probably should not have had the apple at that measure but I miss fruit. Hoped the nuts will cushion the blow.
