I do not understand points and why I cannot post yet?

Hello i have been on this site for awhile not but do not fully understand the system What are the points all about and why i cannot reply to some posts.

@lavender_blue You should be able to reply. Occasionally your reply will take a while to appear but it should appear. Try replying to my post here : )
