insulin doesn't seem to be working part 2

Thank you for replies we have upped his dose of insulin, blood sugar was 9, had 38 units of insulin and half hour later his blood sugar was over 11. Now he's had 2 units of fast acting and its gone down to 7. I have opened a new box of insulin and thrown the other 1 away even though it was in date.
