Is it safe to take insulin without eating even if it's a snack in between meals
 
Good chance. Take insulin + eat nothing = hypo.

Probably not the result you are wanting, if you are taking it to cover food. Carbs etc.
 
I have often taken a small dose of insulin as a correction before eating so as to get me back in range before calculating my dose for my meal. However I must stress that I am very cinfident that my ISF and my basal rate is set correctly. I wouldn't recommend this though without you ensuring your basal and ISF is known to be right and without advice from your DNS
 
You should only take insulin as a correction dose or if you are having food typically above 15gm carbs, otherwise a hypo is likely
 
One problem I had when first diagnosed was the diabetic nurse said you don’t have to count snacks.

On starting to use MyFitnessPal I counted everything. The so called snacks accounted for over a third of all my calories and carbs per day.

So; in my case; a meal can become a snack (when you can’t be bothered to weigh and work out cals and carbs, etc)
