Type 1 is a chronic failure of insulin production. There can sometimes be a 'honeymoon period' when the pancreas tries to soldier on, and will for quite a while if carb intake is low, but it won't be a high level of insulin production.

T2's on the other hand will often have been overproducing insulin for some time prior to diagnosis. This might continue after diagnosis, allied to insulin resistance, and can enable them to control their condition by diet alone, provided carbohydrate consumption is sufficiently low.
