So I am on the Inuslin NovaRapid during the day and Treseba at night have been on this for a couple of years now and still my blood readings are high @ 73 , so am asking WHY is it not going down

You sound like you aren't taking enough insulin for the food you are eating. If your weight is ok then the diabetes team need to help you adjust the insulin doses.
