Medical exemption certificate ?

Hi folks
I have just read a question on medical exemption certificate.
Does diabetic people qualify for these certificate's?
Do we have to mention them to our GP to apply for one?
What is the purpose of the certificate?

Free prescriptions, I think you have to be a medication controlled diabetic to qualify. There's a bit on the D UK web site that explains it. Usually exemption certificates are generated by GPs or Practice Nurses or (for the free prescriptions when you're pregnant) Midwives.
