Yes, all carbs turn to sugar, no matter whether they are so called health carbs like whole wheat, healthy grains or just plain white bread. All carbs are turned into sugars by our body.
As far as blood sugars go, if you are not on blood sugar lowering meds that can cause hypoglycaemia (excluding Metformin as in generally it does not cause hypoglycaemia) , then blood sugars dropping into the mid 3’s is nothing to worry about. Blood sugars in the 4’s are great and are considered optimum.
