It is normal for levels to rise in the morning when you have diabetes. It is called the dawn phenomena and is caused by the body releasing stress hormones in order to wake you up and get you ready to get out of the starting blocks.
9.2 is rather high but once your blood sugars during the rest of the day come down towards normal levels, you should find your fasting glucose drops too. It is however often the last one to improve.
Some of us find that a low carb diet fixes a lot of the high blood sugars over all. I think generally, having a tiny snack before bedtime is generally agreed to help a little bit too as it would make your body a little less likely to feel it has to drop quite so much glucose into your blood stream.
