That is dawn phenomenon, from the sound of it, and it's the last number to come down. Get your blood sugars under control the rest of the time, and that number'll gradually come down as well, but it'll take months if not longer. Your liver stockpiled glucose in fatcells, so look at it this way: if it's now in your blood, it's no longer in your liver, and on its way out to be burned. That's a good thing, for the moment.
