When you say "normal" do you mean non-diabetic ? If so, yes. Or, if diabetic, it's a very good reading.

I think each of us have a slightly different base level. Mine seems to vary depending on time of day - so in the morning it is 4.8, in the middle of the day it is often about 4.3 (but I always have cold hands when I get to this level). So 4.4 is probably reasonable for you but you will need to see what you average out at after many sample points as a single doesn't really tell you much unless it is in extremis
