I think you’ve mis-understood the chart on this site, which shows targets up to 7 for pre-meal readings, with 7.8 a ‘normal’ post-prandial for those without diabetes, and slightly higher targets for post-meal for those with diabetes, so I think this site and Mayo are broadly in alignment.
