I'm not sure where you're based but a HbA1c of 40 is a normal reading. "Normal" in the UK is classed as an HbA1c between 38 to 42 mmol/mol inclusive. Other countries do have slightly different takes on this, and the USA has recently reclassified many people as pre-diabetic, in what the UK has always viewed as "normal" range .
I understand pre-diabetes is technically not a diagnosis. It covers the gap between the normal range (as above) and the point (HbA1c 48 mmol/mol) at which diabetes will automatically be diagnosed. If you are diagnosed with diabetes, there are regular foot checks, mainly for neuropathy, but these are not really chiropody as such.
If you are in the UK, decisions about services in your area will be taken by the local Integrated Care Board (these were called Clinical Commissioning Groups until last year). They are the best people to approach for information about your access to services in your area and whether there is a cost attached.
