Why do you think your headaches are connected to pre diabetes?
Are you having them frequently? If so, then please see your G.P.
You should be alright with paracetamol but we do not know your medical history so it would be wiser to see what your Dr. thinks would be suitable for you.

Ok, i read online among symptoms from people who have pre diabetis they were having a headache where the pain was behind their eyes and that's where I get it, and much more frequent then before, I had my eyes tested so it wasn't that and I assumed this was the reason when I read the comments, paracetamol didn't work for me, but I am having regular checks with my GP
