Public Health England's Defence of High Carb, Low Fat Diet

Can't understand Dr Alison Tedstone's defence of low fat, high carbs. Perhaps she can explain why, when I was on such a diet, with a weight of 12st.13 lb.and an HbA1c level of 65, with a low carb diet (although not a particularly high fat diet) my weight has dropped to 10st.12lb. and an HbA1c of 46. Although to assist the programme I do have a fairly intensive exercise schedule, with repetitions of two minutes intense, one minute of rest, repeated at least seven times.
 
To understand it fully you would I believe and this is just my opinion have to discuss it with her bank manager.
