question about pregnant daughter

My Daughter is 20 weeks pregnant, she has been told she has gestational diabetes . she has followed the advice of her practice to the letter she watches what she eats she uses a meter as supplied, Just recently she submitted all her readings to her nurse who now wants to put her on insulin something she does not want to do. I cannot understand the reasoning as her levels are well below mine as I am T2..she has been told that her morning levels should not exceed 5.3 mmol ...and 7.8 1 hr after a meal ....she is already taking metformin 1 x 3 times a day ...Her morning levels average between 5.3 and 5.6 the highest on one morning was 5.9 and the lowest was 3.8 which set of the alarm off on her meter...after meals her levels are consistently between 5.5 and 6.5 ... can anyone shed any light on her readings with regards of needing insulin ?? ..as T2 I would love to get near those numbers.

I'm no expert. Just a T1.
I can't see any of those readings tripping any wires... How is her BG at night?
