I was reading on the Activebeat website and came across their BG levels that they predict whether or not a person is diabetic or not. I was quite surprised how quick they were to label a person as diabetic with their numbers. Not sure whether this is before meals or after as it does not say, but they seem pretty quick to label a person as diabetic. I know that it is an American site but anyway here are their numbers.

According to the Mayo Clinic, keeping tabs on your blood pressure, cholesterol, body mass index (BMI), kidney function, and A1c (an A1C reading of 6.5 percent or higher on two separate occasions indicates you have diabetes while a reading between 5.7 and 6.4 percent indicates pre-diabetes) is essential to your health.......

Its V similar cut offs in the UK too

I'm not sure the difference is very significant. It only puts people in the pre-diabetic range a bit lower, which maybe intended to frighten more people into doing something about it. It still has the same cut off for full blown diabetes.
