I don't have answers for you, just an observation.
Why does your doctor assume the hypoglycaemia is your meds and that your tremors and your mental issues are the cause for your symptoms.
I have essential tremor and restless legs syndrome, and hypoglycaemia, if I don't eat properly!
The cause is not the stress of tremor or mental issues that causes your blood glucose levels to rise and drop sufficiently to cause hypoglycaemia.
It is the meds!
Or could it be something else, it could be whatever carbs and sugars you still eat even if you are following a low carb diet.
Or it could be something that triggers your symptoms that you are either intolerant susceptible or allergic to.
My own instincts tell me you need to be referred if not already to a specialist endocrinologist that has experience with hypoglycaemia and is able to get the tests necessary for a true diagnosis.
