Recording diabetic numbers

I recently contacted my local clinical comissioning service to see if they could tell me the number of type 1 diabetics they catered for in a FOI request they replied that they did not know. We are paying them to provide health care for us all .How can they do this if they do not know the number of diabetics in the local community?

Know this one well. There never seems to be any records of daibetics in your area. I tried for years to find.
 
Then how do they work out budgets? Does it come down to GPs/Practise Managers using their budgets to allocate funding on a pro rata basis?
