As I understand it a three month average glucose level of 174 mg/dl is equivalent to an HbA1c score of 7,7%, which is slightly higher than most people consider acceptable (6,5% if not under risk of hypoglycemia, which you should not be as you are on an exercise and diet regime).

You will note that a better HbA1c score has been shown to reduce risk of diabetic complications.
As your doctor suggests that you should not be on medication you may like to consider further changes to your diet to improve your glucose levels, particularly your levels after meals.
Most of us have found that by restricting our intake of carbohydrates ( pasta, rice, sugar, bread, potatoes etc) we are better able to control our sugars.
By keeping a food diary and testing before and two hours after a meal you will soon find out which foods to avoid. We are all different and can tolerate different carbohydrates to a varying degree.
Any increase in physical activity and loss of weight should also improve matters.
