Heather, with people waiting a year or more to see consultants or do educational courses, I doubt those people would be having to brush up their CVs to get on the job market.
Much of the research that is undertaken is in research units, and/or funded independently of the NHS day to day budgets, so it is quite ring fenced. Much of the grunt work is also undertaken by more junior staff and PhD students, with Consultants and more senior staff leading the projects or programmes.
