Spikes in relation to base readings

Just a generic question for fun;

So Peter has a base level of 6.5 eats something and spikes to 12.00

Paul on the other hand has a base level of 10.00 (newbie) eats the same thing but spikes to 13.00

Who is worse of Peter or Paul ?, both the same ?

Could either of them fly-away, with those readings?

Neither would be flying far with those readings!

Paul has the better result, but neither is good.

Of course Mary is not diabetic so she could eat what she wanted and then they all flew off with Puff who being a magic dragon didn't give a hoot about carbs any way.
