I think that you may find that cause of death classification is taken currently from the ICD10 rules; E10- E14 being the 'first' level code range involved. This means that where diabetes was considered the start of the morbid sequence then it is classified as the underlying cause and the other information on the death certificate is classified within the range detail. For 2008 the data for E&W was:
