Super-slow site to avoid arguments??

Is this new super slow site designed to stop arguments on threads, by making people so bored waiting for a response that they can't be bothered to send the snippy reply they otherwise would have?
 
Almost annoying as the occasional HTML text where the recent forum comments should be and the incessant Facebook pop-ups.
 
Me too, get fedup watching the circle whirl away.
