Using a Notebook to upload Reader to Libreview

Having problems with my laptop and my phone isn't compatible with Librelink. Considering buying a Notebook to upload my Reader as that's cheaper than another laptop but there seems to be some debate about a Notebook being suitable. Any experience out there please?
