What is the normal range of BG for a non-diabetic

My sister and brother in law used my BG meter the other day and my sister registered 8.1 and her hubby was 9.5 - does that mean they are now diabetic or pre-diabetic or are those readings normal for non-diabetics?
 
Normal reading is up to 7. However a one off reading can be down to a number of things at work we ask people to not eat or drink anything other than water 2hrs before we test them. So may be worry getting them to go to their local pharmacy that does free tests.
 
Normal fasting blood glucose is 3.5 mmol/l - 4.5 mmol/l

Most non-diabetics will be sub 5.5 mmol/l at +2 hours.. the maximum +2 hour 'normal' range is considered to be 7.8 mmol/l..

One reading does not make a diagnoses and even non-diabetics can exceed the 'normal' range under certain circumstances.. I would suggest however they need to visit their GP for a proper diagnoses.
