I am new to Type 2, and have bought a meter. What do we mean is a surge? How high does the sugar need to go to mean this? Sorry to be so ignorant.

That's OK.
It's based upon your starting figure and at one hour post meal it should be (ideally) be no more than 2.3 to 2.5 mmol from the start point. The start point is the number on which you measure your reactions at 1 and 2 hours.
