My partner has Type 1 diabetes, about 35 years, just this week his testicles had swollen now today his penis is very swollen too. He also says it is very painful. Should we go to the hospital?

I would go
hospital or doctor, which ever is easier

Yes, it must be very painful for him! If you can't get an emergency appointment with your gp today, go to A&E.

Dial the NHS number 111. for advice,
however make sure you get it checked straight away as Jack412 says.

Agree with others-whatever medical route you decide-do get medical attention for him as I don't feel that this is something that will resolve itself without assessment and/or treatment.
