Why is sugar level high even after 3.5hrs after Novorapi injection??

I WEIGH 47 Kg / female/ age 50yrs. Been diagnosed 3 years . Started NOVO 1 year ago. I know about how to / where to inject.

Typical eg of readings:
Fasting:[email protected] and now injecting 5 unit NOVO and 18 unit LANTUS .
10.45am BREAKFAST (40 carbs weetabix /nuts)
1.20pm READING =11.4 (3.5hrs after injecting) - not been physically active- just sitting around.
2.15pm READING =7.3 (4.5 hrs after injecting) not been active- just sitting around.

THESE READINGS SUGGESTS MY RAPID ACTING NOT TAKING EFFECT AT ALL OR HAS A VERY LATE EFFECT ?
Should I request a different rapid acting?
Why is this happening? What else can I do ?
PLEASE HELP .

How long before you ate did you inject?
 
If your rapid wasn’t working at all you would go high & stay high, especially if you aren’t very active like you say. With your breakfast, are you taking your rapid just before you eat or in advance? I used to get similar raises after breakfast & my DSN said it’s usually because people are insulin resistant on a morning so make sure to take my insulin at least 30 minutes before breakfast.

Could be a completely different situation with you, but worth a try.
