It means somebody on the borderline bg level. I've asked Greener quite a few times whether he/she is prediabetic or diabetic as he/she has claimed to be both. Regardless, no, you wouldn't qualify and I doubt very much whether any type 2's, unless they're on insulin, would qualify for them either.
