I have an iPad and a slightly old Huawei phone.

I’m thinking of purchasing Miao Miao 2 for my Libre to alert me of hypos during the night.

Which device can I use and what app can the Miao Miao connect to?

I've used Glimp from the App Store on Android. But found the XDrip app more stable. You can certainly set alerts & have lock & home screen widgets on your phone for an at a glance check without opening the app.
Also set alarm levels. With your in range parameters.
The beauty is both apps can be calibrated to your meter.for more accurate readings from the sensor.

You may not find a suitable app for your iPad. Lol, I've tried with mine.

Miaomiao uses Bluetooth to communicate with your device.
Therefore, you need a phone with Bluetooth.
