On my iPad there are three dots in the top right of the screen and tapping on that gives an option for a new topic. Is that what you need?

Hehe, I've been caught by that myself. If you go to the forum section through the list in the menu there's no option to start a nee thread. But if you go through Browse and then go into the section, it's there
