Diabetes Type 1 cover in Japan?

Not sure if anyone has any experience on this but I'm struggling to get/find answers

My daughter (type 1) is going to Tokyo for a Uni study year in Japan in August this year, so of course we are concerned that she has local clinical cover. So far all I've been able to discover is that your able to take up to 1 months insulin supplies without a permit. you can obtain a import permit “yakkan shoumei” for longer term supplies and we can export/import on the same licence. However this seems to rely on the DHL/FeDex an essential supply, something that makes me feel uneasy. Does anyone have any practical experience in this regard

Is it the storage of the insulin in transit that your most concerned about or the fact it may all go missing, perhaps by contacting the parcel carriers themselves might put your mind at ease.
 
Better to register with a Dr there and be prescribed there, don't you think? And take supplies as possible.

Sending insulin via DHL with a permit is an option, but the viability of the insulin on arrival is of course a concern

Registering with a clinic was my logical expectation, I've emailed the Japanese Embassy and are awaiting a further reply, they did confirm about the permit but did not expand beyond that, I guess they were thinking this was a 1 month visit even though I stated it would be up to 12 months
