What does this mean?

Looks like your HbA1c has come back at 44.

In the UK, that falls within the range for the diagnosis of pre-diabetes - as the range in brackets shows, a level of 41 or below is below the diagnostic threshold and is 'normal'; 42-47 is pre-diabetes and 48 and above is diabetes.

Have you been offered an appointment with your surgery to discuss the result? Usually a second test would be run to confirm before making a formal diagnosis. If this was your second test, that might explain the 'abnormal but expected' comment.
 
My surgery has noted "Abnormal but expected" by all of my HbA1c results and has done so ever since diagnosis. (They have all been 42 and over, so accurate, if irritating, especially when there's been a lot of hard work to be as "normal" as possible.)
 
Thanks both, looking back it seems I have had a similar reading for the past 5 years.
Our GP gives us a Healthy Heart test every year.
