I don't know why, but I find this strangely worrying.
What is to stop certain Health Trusts stopping Medical Exemption for diabetics when they get the total power many of them seem to crave? Greater Manchester has taken control of its own budget with £6 billion mentioned. If this devolvement is successful, I expect it will be rolled out nationwide and then what?
