Advise needed teenagers foot

My 14 yr son isT1. For about 3 months he has had blisters on heels caused by shoes rubbing. One has covered over with new skin but past few days been really painful to touch and is slightly swollen. Is this something we need to get a doctor to look at? We've treated blisters with cream, plasters, etc. They took a long time to heal but concerned about this swollen pain in heel.
