Yes this is why it's typically extremely difficult or borderline impossible for those with hyperinsulinemia to lose weight no matter how much they exercise. It would be an inefficient system if you could simultaneously store and burn fat. Glucose is toxic in excess so it must be used preferentially or safely packed away. If you have hyperinsulinemia it's because your body is pretty much saturated with glucose 24/7. It makes logical sense that insulin would block lipolysis. The body wants to get the glucose out of the blood first.
