Keeping your blood sugars low is great but I think the answer to your question might depend on your medication. Are you insulin dependent?

Under 4mmol is actually a hypoglyceamic state which might be dangerous for an insulin user (or possibly somebody using sulphonylurea type med's.)
 
In my experience (insulin user) yes it is common to drop unless I have eaten to account for it. However I will see a spike after. But I try to avoid getting that low in general. And would treat a low not wait for the spike to save me...
