When I scratch down near my ankle it makes my foot go num but soon as I stop scratching it gose back to normal do you no what it could be or is it a normal thing to happen

Maybe your nervous system focuses on the "scratching" for the duration..??

When was the last time you had a neropthy check on your feet?
 
Iv not been to docs or hospital for aleast a year if not longer

Then it's time you sorted an appointment..
It's hard to pin a tail on this donkey if your not sure how well the D managment is doing? ;)

You must have your feet checked regularly, you can self refer yourself to a podiatrist or your diabetes consultant can check your feet at your next check-up.

Try not to scratch your feet as you may break the skin which can lead to a infection, maybe best that you see your Dr sometime soon.
