I googled the ref number on the bottom of list, here's the doc, it's way over my pay grade so will stick with the pix:

Briefly skimmed over it. It seems to be nothing more than saying the HbA1c test is OK to use for diabetes diagnosis as long as there are no red blood cell abnormalities, anaemia, and so forth.
