insulin and blood sugar

hi i recently visited my dsn they changed my levemir to from 23 to 25units recently the last week my sugars are not coming down they are hovering around 14mmol i checked for ketones it shows 0.1 could it be my novorapid insulin vial is bad and its not lowering my sugar for that reason?.
 
It can take a while for changes in blood sugar to appear. You should go back to your DSN and tell them your results. Background insulin changes like that rely on the rest of your routine being pretty stable to show results? If you have some carb free meals it will show if your background is working or not but from what you're saying at the moment it seems you need more of a plan with your team .
