The only person who can actually confirm whether you are diabetic or not will ultimately be you doctor.
I'm no medical expert, but from the two figures that you've posted I would say that you don't have diabetes, instead I would be more inclined to say that you have what is known as Impaired Glucose Tolerance (IGT).
You may have had this condition for quite some time, and unknown to you it may also have indirectly led to your having been diagnosed with Gestational Diabetes towards the end of your pregnancy(s). Usually shortly after the birth of the baby, where Gestational Diabetes had be detected it is common practice to ask the mother to undertake a blood glucose tolerance test to establish if her B/G has returned to what are considered as being 'normal' levels. On a few occasions where the results obtained are of some concern and diabetes is suspected, the mother might then be asked to attend a further test a few weeks later.
In your case your low initial B/G (fasting) reading of 4.9 mmol/L would indicate that you are NOT diabetic. However the elevated reading that was taken 2 hours later is certainly of some concern.
For this reason I think that your doctor is quite right to hold back from saying you are diabetic at this point in time, and may well request further tests either as a follow up or in the future.
The difficulty would seem to be in your ability to clear Glucose from within your bloodstream and this might also be the fundamental reason for your having recently had Gestational Diabetes, meaning that the insulin producing cells in your pancreas may now take a little bit longer to recover and get back to their normal function and/or this also combined with what is commonly referred to as Insulin resistance. The good news is that both of these conditions can be helped to normalise by the individual doing simple exercise (walking is ideal), as well as eating a low GL food diet (that's not low calories, a female needs approximately 1200 calls/day, it's choosing food/drinks that have a low B/G resultant response) and I would therefore suggest that you follow the excellent food advice given on this site for individuals who are pre-diabetic.
Follow a careful diet AVOIDING the obviously high sugar items such as pizza, plain white breads, manufactured rice, soft drinks (all the non-diet types) and many of the commercial fruit juices will go a long way in taking the stress away from your Insulin producing cells in the pancreas and should help you over a shorter time period in getting your IGT lowered and hopefully returned back to 'normal' levels, hence avoiding diabetes altogether.
