Non diabetic levels

It is a bit low but not necessarily harmful if the body corrects it. For someone on medication this can be caused by that medication in which case something should be done to raise it. If not on medication it's only a problem if it doesn't correct automatically.

Is 3.5 (64) low in a non diabetic??
Not really. Someone who's not a diabetic on medication could go even lower. The question really is, how do you feel when you hit that number? Why did you get tested, what had you eaten, and how long before the test did you eat? As you're listing yourself as a reactive hypoglycemic, there must have been a reason to pick that label? Do you suspect RH, have you been diagnosed?

I am thinking it could be that but I get shaky a lot and I’ve been testing for over a year, only ever seen 2 readings that were in the 3s, so I’m not sure :/ I have health anxiety and that’s why I started testing my blood sugar

Then it might be an idea to stop testing. With RH you'd see hypo's quite often, more likely. And hitting 3's is perfectly normal for someone who's non-diabetic and unmedicated for T2 or T1.

You're fine. (Though I have to add we can't diagnose anyone; it's against forum rules to. ;) ) And testing may be feeding into your anxiety... Breathe. You're all good, bloodsugar-wise. By the way... If you're shaking a lot... That's what I get when my anxiety gets the better of me. My hands tremble like mad, knees feel weak, and it kindof looks like a hypo when it isn't. And my mom started trembling when she became depressed. (Antidepressants stopped the tremors). We have physical reactions to what's going on in our minds.

You're alright.
