Sounds pretty normal to me. I've had on again off again background retinopathy for decades, and still haven't needed to have any action taken. The optometrists are normally pretty careful to refer people if they see something that needs further treatment. Small bleeds are unfortunately pretty common in long term diabetics, and frequently heal up if you maintain good blood sugars. Try not to stress.
One good thing about yearly eye checks is that if something significant that does need treatment happens, you'll get that referral. One small bleed is very low on the scale of eye problems.
