At a hba1c of 45 you're in the prediabetic range. At such a number medication other than sometimes metformin is not usually prescribed.

Look at NICE guidelines if you have the time or your local areas prescribing policies as these will essentially determine treatment pathways.

Out of interest, why did you go to the GP and ask/discuss semaglutide?

Yeah it's a bit early and it certainly isn't first line treatment for someone with a HBA1c of 45 in my opinion.

If your HBA1c is only 45 then lifestyle changes will have a much more immediate impact on treating pre-diabetes than medication. Plus, medication without lifestyle changes (exercise + weight control + diet) will make close to zero difference.

You're only just in the prediabetic range. Have you considered tweaking your diet a little? A couple of small changes could well be enough, seeing as you're below diabetes levels.
