Wouldn't it be easier for your son to buy insulin pens in Hong Kong? If he's working overseas for longer than 6 months, the NHS is not supposed to supply free prescription items. If he's employed, then perhaps his employer can help by getting a fellow employer to carry insulin pens in their hand luggage.

All cargo, unless sent by specialist air freight carrier will be exposed to cargo hold conditions. The only way to ensure this does not happen is to take it has hand luggage with all the restraints on what you can carry as hand luggage or send it by a specialist carrier using temperature controlled cargo aircraft.
There are not many of those but your UK insulin retailer should be able to advise you of those that accept small packages.
What with the purchase price and the insured cost of a specialist carrier, you both would be far better off buying locally from somewhere like Stanley's in Stanley Plaza or the large chain of Watsons and from what I remember most are open 7 days early 'til late.
