Hi.. Still wondering about carbs. It says all carbs are sugar so why does it say ingredients have 28 grams of carbs of which sugars 2.6. I thought it would be 28 grams of sugar.
 
Yes. 28g carbohydrate, of which 2.6g is sugar.

So 28g of carbohydrate. Or 28g of sugar
 
All Carbs are not sugar when you eat them.

The of which sugars number indicates the Carbs that are already sugars when you eat them.

The other 25.4 g of Carb will eventually become “sugar” after you eat them.

As @Jim Lahey says in reality the 28g is all “sugar”
 
It's to do with how large/complex the molecules making up the carb are. The most basic, simplest sugar is glucose. More complex carbs like potatoes, rice etc. are basically lots of glucose molecules stitched together chemically into larger molecules which then get broken down by the digestive system into the simplest sugar, glucose.

In the example you've given, it means 2.6 grams are simpler, shorter chain molecules and the rest are more complex, longer chain molecules.

It makes a big difference for people injecting insulin. Insulin isn't just fire-and-forget. It operates over a period of about 3 to 5 hours. Some complex carbs match that time pattern very well. With me, for example, the rate at which brown rice digests will actually stabilise my levels.

Whereas if my bg is dropping like a stone, I'm not going to want to wait a while as I'm not that keen on being unconscious, so shorter chain stuff like glucose which really doesn't need to be digested at all, will get into my bloodstream pronto.

Just to clarify - all sugars are carbs, but not all carbs are sugar, so you are starting off with a wrong assumption.
Carbs - as counted in the UK, are going to become simple sugars in your bloodstream.
The starches will be broken down, the poly saccharides will become monosaccharides.
There are the polyols or sugar alcohols, which are supposed not to break down and be digested by humans - but they can be digested by the little gut dwelling cells - they have wild parties and emit lots of gas, greatly to our discomfort.
