You can help so much and all the support is great at this time but in my heart of hearts she has to want to quit alcohol and start treating her diabetes herself. Alcohol will cause boundless physical and mental problems. She might have damaged her pancreas through drinking and being drunk all the time is no state to take meds or injections. She needs help from the NHS on her alcohol issues first and everything else should fall into place after that. Good luck.
 
There will be a local drug and alcohol service near you which your doctor will know or you can find on the internet. AA is very good and supportive. Al-anon is also very good support for families and friends of alcoholics.
