If they have any decongestant in them I don't think they will be, but ask the proper pharmacist, as opposed to the person manning the till. They are very knowledgable and can tell you what goes with what.
As to Beconase, I agree, it does very little, but I take it anyway in the hope that it does something - even a little.
One thing to watch out for though - if you get what you think is a blocked eustacean tube, get to the GP for antibiotics. I had this last year and went through the nurse, who suggested steaming etc. It wasn't until many weeks later, after my blood pressure went dangerously high, causing me to be sent back from an eye operation (no symptoms - or disguised because of the cold) that eventually the GP saw me and we tried some nasal drops, but eventually realised the damage had been done. I'd had an ear infection and have now completely lost the hearing in one ear. I'm told it's very rare for this to happen, but no-one put together the high BP and the blocked ear at the time. The ENT specialist said if they had I might not have lost my hearing.
It sort of boils down to: there's really not very much you can safely take, you just have to put up with it until it goes.
